False "Christian" movements cannot in any way dictate to others, as to how they should minister or determine whether or not they are "qualified" to present Word of God Sermons or to witness for their Christian Faith (1 Peter 3:15). However, I do believe those who teach/preach, should have experience in ministering to groups of people in-person and IF POSSIBLE, they should do so under a true Gospel Church's leadership. Some people who are called into ministry, are not in a location in which there is a desired denominational church to attend or one from which they can gain ministry leadership from (THIS HAPPENS - 1 Corinthians 3:3).
We can't look for perfection in a church sanctuary (it doesn't exist) because people in this present world can cause problems. Rather, we seek one that has in-balance, a positive group of ministers in the church. This would be Word of God Ministers and praise/worship leaders and members that are not in derision or hatefulness toward each other. They also do not give attendees/congregates the cold shoulder but rather a liberty in the Holy Spirit (2 Corinthians 3:17).
I, for example, after 18-years of Bible Teaching ministry, did not seek a deacon/pastor/elder's consensus due to negative experiences perpetrated on my family, within churches. I was never removed from any Ministery position within a church body, but I resigned after repeated disappointments with leadership bodies at churches we were formerly members of. We are not perfect either (far from it) but we were seeking support from those of more maturity in Christ, than us and we sought unhindered fellowship with other Christians.
Can called ministers in most cases find a body of supportive people, including overseeing leadership for guidance? Yes, I DO BELIEVE most new ministers can find a good church with needed support for them to grow in their ministries. Still, new ministers should proceed with reasonable caution, as should those who are guiding them. This is when "righteous judgement" becomes very important.
