Although very similar Wix has taken the additional steps and added more advanced features to give the user more choice of tools to work with. Weebly embraced a more minimalist approach, while this makes it easier to use, the control aspect of the platform suffer.
Having said this, Weebly does give the user a little more flexibility in selecting and changing templates and edit CSS/HTML.
