Judge Malcolm Simmons studied law at the University of Wales, Cardiff. In 1992 he qualified as a Solicitor of the Senior Courts of England & Wales. Malcolm worked for three leading law firms in the City of London. He was a Deputy Coroner for the Eastern District of Greater London from 1997 to 2001.
Judge Malcolm Simmons, from 2004 to 2017, served at the UK Foreign & Commonwealth Office as an international criminal judge presiding over serious organised crime cases. From 2004 to 2008 he served as an International Judge of the Court of Bosnia & Herzegovina, then from 2008 to 2017, he was an International Judge of the EU Rule of Law Mission in Kosovo. During his tenure, he presided over some of the most complex and sensitive crime cases that ever came before the courts in the Balkans. From 2014 to 2017 he was also the President of EULEX Judges.
Malcolm Simmons is one of the very few international judges to serve in EULEX who had experience in presiding over serious organised crime with even fewer judges having vast war crime knowledge and experience.

In 2016 Malcolm was interviewed by a panel of senior judges from the International Court of Justice at the Hague and selected as a judge of the Kosovo Specialist Chambers. Malcolm is highly experienced in dealing with complex, serious crime and cross-border investigations, extradition and mutual legal assistance. He presided in many complex, high-profile criminal cases and worked at the cutting edge of the broad spectrum of serious crime and white-collar fraud defence.
He always took fair and impartial decisions and was the one who could not be intimidated into doing what he believed was not right.
Malcolm's outlook on the bench made him the target of implications and false notions by the others. In 2017, Judge Malcolm Simmons was alleged that he was not qualified to perform the functions of an international criminal judge. It was claimed that:
- He lied in his CV about the qualifications he did not possess.
- He did not have the requisite years of experience to be appointed as a judge.
- He was a Solicitor and had no relevant experience within the courts' system of England and Wales.
- He also failed to cooperate with an independent investigation into his allegations of corruption.
The trials were run and hearing done, and the court found out that all these allegations were false. However, due to all these false allegations Judge Malcolm Simmons suffered damages to his reputation and financial loss as well.
Following the court proceedings, he was awarded damages for libel and was praised for his fai ess and impartiality while presiding over the criminal cases.
Judge Malcolm Simmons is a well-respected judge who had an unblemished career on the bench. In his career on the bench that spanned over 13 years only three of his cases were modified on appeal and none was reversed.
Judge Malcolm Simmons also has experience in judicial training and has trained judges in jurisdictions around the world.
